Oh bummer! They say they don't bother to read a biil because it is incomprehensible. That is why they have staffs. The staff of the people who sponsor the bill tell the other staffers what the bill says and how their bosses should vote on the bill. Their staffers then advise them what the bill says and how they should vote.
