Perhaps there is another bill with another number.

I suggest looking a little further. If not a bill an Executive memorandum or order------those get buried, often as an oh by the way.

Or, an order coming in as a regulation via the immigration department.

Ted Kennedy was a master at adding on another 50,000 or million for specific immigrations. Might want to see what he slipped through before he died.

Just a few suggestions.
