Your understanding is far from perfect, in many respects.

Notably, Intel did appeal the Korean FTC decision. A major issue is that the FTC did not make a finding of consumer injury that the Korean Supreme Court ruled was a requirement. A serious flaw in your perfect understanding that Intel did not appeal.

Notably again, neither the Japanese nor Korean FTC held anything like an evidentiary hearing that is a key due process feature of a Court proceeding or anything that looks like a fair process. Both Commissions just issued a Finding after conducting an investigation

I see you are unfamiliar with the facts. Fortunately another poster has explained things to you. I'll just reiterate, Intel has never been found guilty of anything when it's had the opportunity to present it's side of the story.
