No they didn't. They talk of his "his extraordinary efforts to strengthen international diplomacy and cooperation between peoples", that's efforts, not important successes from those efforts.

If one sees his goals and methods as very good ones then perhaps the trying is a great thing. If one sees his likely relevant successes as very large, then perhaps eventually he really will deserve the prize, but words, efforts, plans, even possible future accomplishments, aren't actual real accomplishments.
