Instead of earnings estimates, Salomon's upgrade stressed Compaq's global exposure and historically-high P/E. In today's market, these are sufficient reasons to downgrade a stock. That, plus the timing of the upgrade, leaves little doubt in my mind that Salomon was attempting to keep CPQ afloat so that its clients can unload their stock and perhaps go short.

Btw, the biggest circus in the world is the Wall Street itself.
