The European Union is deliberately misquoting US science support to promote its own agenda. Most science R&D in the US supports 1 of 2 things: health research via NIH or military/dual-use technology via DOD. Neither of these entities aids the economy aside from spending tax dollars once.
NSF, NASA, and DOE (outside of DOD related projects) fare worse than equivalent European agencies. (Here I exclude manned space exploration because it is a political enterprise of little scientific value.) All the major industrial labs are gone, cut to make next quarter's bottom line a penny higher. The US spends little on higher education (mostly through fellowships) compared to the billions left behind in elementary education, where it satisfies political expediences but produces no more scientists and engineers.

PS - Look at the Physics Nobels: CCD development 40 years ago at Bell Labs and fiber optics 45 years ago at Britain's Standard Telecommunications' Lab. Bell Labs no longer exists. How about Standard ?
