There was definitely code that needed to be fixed. But most, if not all, was fixed long before 1999.

Finding and fixing was only part of the problem - getting folks to stop using the "defective" versions was "the problem". Fortunately our entire directory of gnu/shareware utilities is run from a wrapper that logs usage data (userid, hostname etc) and we had a way to hunt them down and get them switched over. The 3rd party apps and os issues were relatively easy to install and track.

I'm convinced that those Y2K budgets that were looking for a problem to fix were a big contributor to the final days of the bubble.

Yes - definitely didn't help - but it was a helluva ride!
