ElM doesn't need rocks or stones because they are obviously wanting smooth concrete for detail work; mortar. Not big tough structural concrete. They don't have a little mixer like that to make that road into a concrete road, or even to put a kerb and channel along it. 4 wheel barrows is quite a lot of concrete though and that mixer means business [on a small scale].

Plus, they might have lots of sand handy and stones are 1000km away, so sand and cement is good enough even for concrete by the cubic metre.

What are you up to there ElM with the concrete?

gg, I am finalising those works today and, yes, it is much easier to lay the route at the road side.

My people did not accept that. The roads are not consolidated.

They are 6m wide. Expanded to 10m wide. The road atuhority right of way if 70m.

They can do whatever they want within it. They do not have a nation-state with all policies in place. Thus they lack coordination in between the various authorities.

To compound the problem they are reconstruicting the country after 30 years of war and one build the other come behind, and reopen. As soon as it is backfilled, another comes and open a few metters down the road.

The Chinese do not have a concept of quality. In China they do, and it is cheap to redo 10 times until you get it right.

I am now trying to get them to get it right not with ten steps. But to 5 and then drop to three and so on.
