Possibly hit rocky soil. trenched only 40cm deep instead of 1 meter in which case requires HDPE pipe covered with the lean concrete jacket.

As you can see on the left, thither, there are some soft soil brought in from elsewhere. There is no soft soil to serve as bed for the direct buried cable.
