It can be explained, but not justified. BO is doing the functional equivalent of hiding under the bed with his fingers in his ears and his eyes squeezed shut, hoping that events will allow him either to merely vote present or give him an excuse to abandon the war he touted as essential back when he figured anything he said could be retracted. Nothing explains Obama's procrastination when American lives are at stake, in a place where HE sent them. And without proper weapons or anything else.
