I would imagine countries would be outlawing sending old gas guzzlers and old trucks to Africa.
Providing finance to replace old refineries with new ones.
Providing technical assistance for poor countries to drop taxes in new buses so that old buses belching noxious gases are removed from the roads.
Providing financing for trash collection that is burned by the road side

But I know the OECD countries for almost 3 decades!

They will put a nice web site with a black girl. Put a photo of a few solar panels and tell they are helping the poor.
But they would be gorging on taxing legitimate business to pay the gato gordo (fat cat).

Travelling first class and staying as the Marriott there will be the well connected, (hey this is looking like the World Bank “helping” the poor!). Those sons and daughters of the oligarchs of the poor countries will giving legitimacy to the whole wayo concoction. (Shit, this is looking like the United Nations money machine at work!!!)
