The Recession caused loads of stocks to be undervalued last 1-2 years just because of fear causing massive sales at any price across the board. If you realized this and not think that the price they were all at was a genuine reflection of their value then you could have made money. Like the article said, it's then a question of picking the solvent ones with good business models and hoping that their SEC filings are not a tissue of lies which sadly is not always the case. It's not easy but if you spend at least a half hour every day knowing all you can about the companies/industries you invest in from all sources, including reading the most bearish forum posts about them, it is possible to do ok even amongst the shark infested waters of penny stocks ;-).

p.s. I also think Buffet's public advice is a great guide too especially at looking at sound stuff which is clearly undervalued but generally ignored or beaten down and not following the herd but trying to preempt them.
