JPs are often called judges, at least in this region. And some even run a court, although the court can handle only such minor infractions as ordinance violations, littering, perhaps traffic tickets in rural areas that don't have a traffic court. ON the ballot they may be referred to as a "judge".

But they're a dime-a-dozen. They don't generally need to be lawyers or have more than ordinary citizen's understanding of the law.

Hammond is the largest city in the entire area where this guy was, and it has 17,000 residents. Tiny. Chances are this guy does little more than perform marriages. And I can imagine, in that area, he doesn't see a lot of interracial couples. Contrary to his statement, this may well have been his first.
