The note says $20.00 in Gold coin, but it doesnt say how much that is.

We could do that today. In fact the government could peg it so that $20.00 was exactly 1/50 th of an ounce.

Then the government could publish a daily report of how much one ounce weighs. If they want to print more money they just dictate the ounce weighs less. Money would be sound, it would be the weights and measures that would be fiat,.
