.......hardly

....they have a currency board (read central bank) that follows the currency like a hawk. they have built concrete around their currency and raised rates to the moon to protect it. they are very diligent about protecting their "peg" with the dollar.

.......it isn't a central bank per se but it controls the spigots and interest rates.
