First he provided 'bridge' (hopefully) loans and second they never would have made it out of a standard BK.

They used up that money. That wasn't bridge money the object was to prevent bankruptcy. But that didn't work so they simply used up the governments money and they would have gone bankrupt a lot sooner. But since the government now owned them they could not make the deals with the unions they needed. Instead they sold large shares of the company to the unions. They have simply been set up for another failure down the road. Maybe if we are lucky Ford will buy the remains.

Nobody who is informed about this subject expects those loans ever to be repaid.
