Assaying gold by non destructive means would not be that a difficult a task imho.

Weight scales that measure down to micrograms are inexpensive with the advent of the silicon chip. Volume measurements are a little more difficult as are measurements of electrical bulk resistivity. I am confident the assaying business could be upgraded, there is a lot of cheap second hand measuring devices out there.

Some access to standards, and some high school physics (maybe university graduate level physics) for calibration purposes, and you could be in business for testing your own gold at least. -g-

parts per million (ppm) rather then parts per thousand could be the standard soon I would think.
