I'm not saying it happened, but as an example, if FDR did somethings 70 years ago that were "radical" then Obama comes along and does similar things, they can still be "radical".

If they've been widely accepted for a long time (say Social Security), then they, or extensions of them wouldn't be radical.

But if they had not been then a repeat or something similar could be considered radical.
