When we say a stock is 'oversold' we mean that there are factors other than the company and/or its products that are affecting the stock price. In this situation the MM's actions to short the stock and their tactics caused more and more people to sell when there was really no need to. Therefore, the stock was being sold solely with regards to the stock price, or lack thereof, rather than any fundamental changes with the company.

Think about it, has anything changed with Questec as a company since the stock price hit .95 cents? No, they still have the same products, management, contracts, revenue, etc. Is the stock worth .95 cents? That's another question entirely. Is it worth .30 cents? No way!
