NTT Frame Relay Service Network Suffered Outage

October 31, 1997 (TOKYO) -- Nippon Telegraph and Telephone Corp.'s
Super Relay FR, a frame relay service network, suffered a serious
outage.

The network outage occurred Oct. 16 and it affected about 8,000 lines in the Osaka
area, Nagoya and other cities in west Japan. The outage struck Super Relay
customers as well as customers of NTT's open computer network (OCN), an Internet
access service using a frame relay network for the backbone, and EBN, an IP service
for businesses.

NTT's frame relay service is used to connect enterprise local area networks (LANs).

An Osaka-based corporate customer had its lines disconnected. The company
utilizes the frame relay service for workshops held throughout Japan. Its lines to more
than 100 of its business offices located across the country were rendered useless by
the network failure.

The Osaka company's lines connected to many local offices recovered quickly. But at
five locations, communications remained disabled until the early evening. The
company used ISDN lines for backup communications.

Another customer with a nationwide business suffered an outage in its business hubs
in western Japan.

The cause was a problem with NTT's frame relay switches. NTT explained that an
accident occurred and stopped the switches when hardware was being replaced to
expand system capacity.

Some customer routing information was apparently erased when the switches were
restarted. NTT is analyzing the causes of the trouble.

NTT could be installing new FR switches from ASND and Operator Error occured.
