Any punitive tax on high income can easily be bypassed as long as the executives control the definition of "perks" vs. "cost of doing business."

They don't. The IRS does.

Does Hector Ruiz' personal jet and limo count as a perk or as a business expense, for example? How about the AIG junket to St. Regis, a five-star resort not too far from where I live?.
