Don't forget that Tiger was out for a while due to an injury. (This was, of course, after he made Rocco Mediate "The Biggest Loser" of the 2008 PGA season.)

That's the trouble with trying to soak the rich. Higher incomes are by nature very unstable. Government doesn't like unstable tax revenue. Just look at California, which is highly dependent on soaking the rich.
