cash rates are very volatile. they were all over the place throughout the 20th century, and probably will be in the 21st century as well.

think of it this way: your cash isn't doing much for you this year, but in 2008 if you made 1% in cash while the average world market lost 50%, you had a 102% return relative to those markets. not surprising that cash underperforms this year in cash.
