Yes, they get the public option but they don't have to pay for it.

I used to be for the public option but with the political football they want to play, the hell with them.

The general public will be stuck with choosing between "every health care plan in the entire freaking world, plus the public option," I don't see why federal employees would mind getting stuck with that choice too, as it is considerably better than what they have now (while they have a bunch of plans to choose from, it is far less inclusive than "every health care plan in the entire freaking world").
