The pre-exisiting condition nonsense was a compromise reached to pass the HIPPA law and its revisions. Look for it to get more onerous if Obamacare passes. The huge increases reflect the market distortion caused by giving health care tax preferencs. If you recall President Bush 43 proposed fixing the distortion. Other politicians did not want to get onboard. He wisely dropped it rather than try to push it by a string.
