I recommend you read some of this thread from around 2003 and 2004.

But it is true that Bush was blamed for Katrina when he shouldn't have been. The failures in Katrina were almost totally failures of state and local government. Gross incompetence in both places.

The only thing that actually functioned well was the federal government which rescued THOUSANDS of desperate NOLA residents after Nagin and Blanco failed to arrange for their evacuation, and after failing to do so, failed to arrange for even a few days supplies in the so-called "shelter of last resort" (the Superdome, which was suitable for a crowd staying for 4-6 hours).
