the main intent was to stimulate car sales Businesses that have to justify expenditures generally use an 18 month payback period when evaluating competing uses of financial resources. The Borrowing from our Grandchildren's Cash For Clunkers program fails by several years. Regardless of if you think you got a sweet deal, the country got screwed by a bad deal. ObamaCare is just as bad of a deal.
