It does not 'say' form a third party;however, the implication in the title "Anti-Incumbent Party" is indicative of a third party. Certainly I can see the theme being used in a primary-------however, an incumbent who is selected in the Primary could easily go down to defeat in a general election by the political verbage being used against a good incumbent-----thereby producing a net negative gain for Moderate and Conservative Americans. In other words throwing the election to the Socialists.
