Nobody should be earning bonuses when the taxpayers are sending BAC tax refunds

False. Mutually exclusive. Bonuses indicate increases in the future revenue stream.

You are not going to get where you want BAC to be without them happening first. Or conversely, you are not going to have the people around who can do it without the incentive. Bureaucrats make salaries. Producers earn bonuses.
