The additional sales had to be, even temporarily, a godsend for manufacturers, dealers, and people that benefited from the program during the darkest days of the recession. Who knows the ripple effect?

Exactly. Way too early to claim victory for the program. You may not know the ripple effect but you should know that it's part of the calculus. We may have yet darker days and the clunker program may well have been a contributor. At best it was a short term high, kind of like stopping at a bar for a few drinks to drown your sorrow and find you could have gotten a better return on that money later.
