I already answered your 'charges' in much greater detail:

"More open to the public" is the one Obama quote in the first video --- and 'more open' is a RELATIVE phrase, not an absolute one. In other words: 'more open' is a judgment call. (As in 'more open then....')

In short, I think most everyone would agree with an assessment that this year's long-drawn-out-and-much-debated-much televised healthcare debate was far more 'open' then the earlier one back during the Clinton administration (note: that's the only thing that Obama mentioned in this particular video clip), and most reasonable folks would probably agree that the first nine months of this new Obama administration has arguably also been far more 'open to the public' then the Bush administration was that immediately preceded it. so... 'more open to the public' sounds fulfilled.

The second bit of propaganda, the video "behind closed doors", an attack ad direct from the GOP, pretty much just repeats the first video... but has even LESS in the way of "Obama promises" in it that it refers to.

I mean it quotes Obama saying "health care debates will be televised on C-SPAN". Well, Hell, AREN'T THEY?

Seems like every second of floor debate and subcommitte sessions are covered for history (or anyone who cares to watch in real time, or taped).

But *nowhere* did I ever hear any 'Obama promise' to follow Congresspersons into their lounges, or the bathrooms, or restaurants at night, to tape them 24 hours a day and turn them into some damn "reality TV show". <GGG>

So, as far as your comment "what's the problem" goes, I'd say that the only 'problem' is that neither of these two attack ads shows any promises being 'broken'.
