because the mercenary class must be sponsored.

while many will be able to find employment in africa, unless state-sponsored, many will be unemployed;

if state-sponsored, they would be other-state-opposed (w/ regular / special forces at very low relative cost), and when serious other-state-opposed, and half-hearted sponsored, they die and their cost go up

so, the path of least resistance for mercenaries is back in home country where the mix and blend, and can easily hide in shadows, and the mostest are of the empire, to roost back in the empire

simply a simple outcome per history books
