The origin of IRC 469, proposed by Reagan, was not to "incentivize" anything.

The Reagan administration wanted to plug a loophole which allowed taxpayers to offset earned income with losses generated by interests they purchased.

Exactly. Government pretty much wants to control everything via the tax code.

Incomes not equal? Tax the rich. Doesn't matter if it actually does anything to close the gap between rich and poor as long as your heart is in the right place ...
