Cutting cap gains rates, throughout history, has resulted in higher tax revenue. Every time.

It doesn't matter though. There are, and there should be, many instances of the tax code being used to create incentives for one kind of behavior or another. In particular, the incentive to invest in capital goods has been promoted by the tax code in one way or another as long as I can remember.
