For the most part that is true. There are rare exceptions. For example, look at how Amarillo has done their last two financings, one of them right in the middle of the collapse last October. Done at or above the market, with no warrant...and oversubscribed. It can be done, it's just that most management teams don't have the strength of character or integrity to do it right.
