There is also the issue of the core switching network. Those economies of scale definitely fall into 3GPP hands. Bell's comments gave me the feeling that the route to LTE meant a GSM core rather than an ansi core but that is just a guess on my behalf. With Nortel and Lucent going down in flames ... ansii carrier switches likely got toasted along with cdma RANs.
