Put this in perspective. The one Congressional seat is just that and represents a small % of the American population.

Whereas, the two Governors represent two very important states of New Jersey and Virginia representing a significant portion of population in America and portion of land, spanning two states with their shore lines on the Atlantic Ocean.

Not the same-------you are comparing apples and oranges.
