That doesn't mean a continuous auction for all packets. Some portion might be sold as baseload at low prices. Some might be sold on a contingency basis [cheap but we kick you off if we get a higher bidder]. The last 20% of capacity could be sold on the hoof to the instantaneous high bidders.
