hello maurice, there has been a misunderstanding. the first step to setting up hk is too establish residency, via investment of hkd 8.5 mil, or biz establishment and self sponsorship, or employment.

the benefits of residency are many, including effectively universal healthcare, the gentle tax regime, etc etc.

such residency are reviewed at end of years 1, 2, 4, and 7, and if all ok, permanent residency (right of abode) is granted, to be maintained by visiting hk for at least 1 day every 3 years or some such. hk passport is not actually necessary.

one requirement of hksar passport is chinese citizenship. there had been at least one passed out to a non-chinese lineage person, specifically a jew en.wikipedia.org who lives in the neighborhood, and one can only obtain chinese citizenship by (i) being born chinese in china, or (ii) renouncing one's own citizenship. allan did the latter en.wikipedia.org

as to hk policy of limiting mainland citizens to hk rights, truth of the matter is that there are way too many mainlanders who can plop down the sums required, and so additional requirements are placed on top of mere paper sums. else hk population might well grow to several 10s of millions or 7x overnight. i am in favor of equalizing requirements to hk$ 68 mil, and as long as the newbies are not allowed to cross the aberdeen tunnel leading to our fishing village ;0)
