If the only reason was to provide a demand-side fiscal stimulus than yes, but there are other, better, reasons to cut taxes.

1 - If the government takes less from you, you are freer, if it takes more it makes you less free.

2 - Reducing tax rates reduces the discouragement and distortion of investment and other economic activity.

What Bush should have done after the economy recovered was reign in spending, but he never did that.
