I have found their nay-saying off-putting.

When you don't have a seat at the table, about all you can do is publicly criticize the "monstrosity". It is annoying, but when you're trying to negotiate and you have no power, bashing is about all you have left.

I feel sure there was a political determination that resulted in this happening at this time versus earlier.
