Yes, as I mentioned before: Clearing and transfer agents work collectively with the exchanges, OTC, the fed etc. to make the process work smoothly. It is not the trench warfare people here try to represent. If the situation were this critical you would see clearing agents getting more involved with their correspondents to prevent further congestion. I also don't believe that DTC would make biased remarks to anybody, including clearing firms, about the nature of the situation. It would come out more like: "mom, we're out of milk."
