Oh bummer! Governors can protest as many have already done so. Seems like there may be a mandated state cost to these bills as with Medicare. This will cause an out cry from out of funds states. Most will not be able to pay for previous mandated programs without being burden with yet another. Don't worry! Be Happy! bamah will print enough money for everybody. comrade chartseer
