read further down and see what party the rep for the 23rd belong to. Assuming you can read.

"Most of the area in what is NY-23 has not been represented by a Democrat since the 19th century. A large portion -- including the largest city, Watertown — has not been represented by a Democrat since the 1850's"

remember anyone can post on wikipedia, but can't change the list of reps and what party they belonged to
