Would also be worse if employers like Walmart simply let full-time employees go instead of cutting them to 10 hours a week.

It seems like that's a method of avoiding paying out unemployment benefits. You get 10 hours of work out of the employee, but don't have to pay for their unemployment benefits, and if they leave voluntarily because they can't subsist on $100 a week, then they don't pay unemployment either.
