What happened to the places in Arkansas like Bella Vista where they sold all the lots? BK city? National Recreational Properties was the name of the company I think.

What you're overlooking is the cost of living difference. Rent & Utilities for selected locales:

There are a number of metrics where some of the southern states fall short.....not just per capita income. In fact, if things were as good as you suggest, then Arkansas et al would not get more money back from the feds than they pay in.....now would they?
