They also said he had to be forced to go to the range for weapons qualification. But, here are some possible answers:

1. The combat trained folk were not allowed near the weapons or ammo. Army brass fears them more than an occasional terrorist or two.

2. If it was the usual debriefing type meeting at the center, those guys are packed pretty densely together. It wouldn't take a great marksman to shoot a lot of them. Oswald's shooting was much more impressive.

3. Most felt that they were totally safe on base.

Seriously, had he tried this crap on a bunch of armed soldiers, he would have been instant toast. But unarmed soldiers aren't much more dangerous than Boy Scouts.
