the feds know exactly what they are doing. it is amoral. they do it with malicious intent.

if a member of the public behaved in this fashion, it would be termed psychopathic behaviour and would require institutional containment.

i guess the feds have an unwritten understanding, a form of domestic diplomatic immunity if you will.
