Actually, taking from the rich and giving to the poor would have a short term stimulative effect. The rich are generally investing it and making the country more productive. The poor would rush out and spend it.

There wouldn't be enough products and no way to produce them so prices would skyrocket due to shortages. It sounds like USSR doesn't it?
