No, I don't think so:

One would largely SOLVE our nation's long-term structural problem with persistent federal deficits (the Balanced Budget amendment)....

While the other (federal term limits) would likely do nothing whatsoever about persistent federal deficits, but would most likely cultivate generations of politician who are even QUICKER then the historical norm at selling-out, providing their 'legislative services' to the highest corporate bidders (who would then be expected to provide them lucrative employment opportunities in the private sector as they rotate back to it...), and would GREATLY INCREASE THE POWER of the long-term LOBBYISTS in Washington, and the non-elected bureaucrats, beyond even what it already is....
